PODGORICA – 24-28 September 2018 –EUROL II in cooperation with the Center for Training in Judiciary and State Prosecution, Ministry of Justice and Police Academy, organised the seminar on the topic of Smuggling of Migrants. Two workshops were held: the first one from 25-26 September in the JTC for 26 participants, judges, state prosecutors and advisors, and the second one on 27-28 September in the Police Academy for 18 participants – police officers and public prosecutors. The seminar covered the topic of smuggling of migrants and the international norms for prevention and fight against smuggling of migrants and protection of rights of migrants. Discussions were held on Protocol against the Smuggling of Migrants by Land, Sea and Air, supplementing the United Nations Convention against Transnational Organized Crime, Scope of application, Criminal liability of migrants, Criminalization; Smuggling of migrants by sea, land and air; Prevention, cooperation and other measures; obligations of Member States, International assistance through rogatory letters and practical cases were presented.
The seminar on Smuggling of Migrants is the third of four planned seminars for 2018 from the Training Programme in the area of International Judicial Cooperation which will contribute to the improvement of knowledge of judges, prosecutors and police officers in the implementation of EU instruments in the area of international judicial cooperation, which will be an obligation for Montenegro upon the accession into EU.
Ms Barberini and Mr Ortensi were the EURoL II experts leading the seminar, while the Montenegrin Judge, Mrs Žižić presented the national legislative framework, practical cases and problems. In addition, practices of international assistance and case studies have been presented and discussed with participants.
