Support to the Judicial and Prosecutorial Council Secretariats 3rd Mission

PODGORICA – 27th to 29th May 2019 – as a continuation of the previous missions completed at the end of February and March 2019, EURoL 2, in cooperation with the Judicial and Prosecutorial Council, organized the third and last envisaged three-day expert mission which now was focused on presentation of the Italian High Judicial Council, its structure, composition, mandate, activities, acts, and other important issues. Main aim of overall mission is to support improving the efficiency and effectiveness of the work of Secretariats of both Councils, which will contribute to the improvement of the overall efficiency of the councils. The support has been provided to the Secretariats with specific focus on daily activities, mainly related to the preparation and managements of meetings of the Councils and of their commissions and the follow up or the distribution of the decisions, but also the preparation of the documents for distribution to the public.

On the first day of the mission officials of mentioned departments of the Judicial and Prosecutorial Council Secretariat had an opportunity to exchange opinions with Ms. Alessandra Fraiegari, Head of the Department for international cooperation of the High Judicial Council, and Mr. Patrizio Cannata, civil servant in the Ministry of Justice, two Italian experts engaged by EURoL 2, on issues related to the organization of the work of the High Judicial Council and its commissions, and process of everyday work of the Secretariat, the problems they face, suggestions for improving organization and methodology of work and carrying out work tasks with particular aspect on work with the media and public. During the same day, Mr. Cannata presented the website of the Italian Ministry of Justice, to the representatives of both Secretariats, and in more details explained the specifications and benefits of the transparency in the work of both Secretariats.

At the end of the mission, experts had final meeting with General secretaries of both Council to discuss the work and results of all three missions and agree about the eventual proposals for improvement in the work of Secretariats and eventual joint future activities. The experts and secretaries general specifically discussed the draft recommendations developed by the two experts during the course of this mission and all the participants agreed that the final version of the report and final recommendations will soon be submitted by the experts eho will take into account all the inputs.
