Expert mission aimed at providing support to the Commission for Normative Activity of the Prosecutorial Council

PODGORICA – 9-10 May 2019 – EUROL2 in cooperation with the Prosecutorial Council organised a two- day expert mission aimed at providing support to the Commission for Normative Activity of the Prosecutorial Council in their efforts to implement measures set out in Action Pan for Chapter 23 and Strategy for Reform of Judiciary.

The activity specifically involved providing support to the Commission for Normative Affairs in development of measures/criteria for determining the workload of public prosecutors and heads of public prosecution offices. During the mission the engaged expert Mr Dragan Novosel held a presentation on the overview of international standards and comparative experiences of measuring the workload of public prosecutors in some of the EU Member States. He  also provided some guidelines and suggestions that will be needed in developing a draft and vision of the direction in which the Working Group should be oriented towards during the defining and development of the criteria and methodology for measuring the workload of state prosecutors and heads of public prosecution offices.

The expert , Mr Dragan Novosel, former public prosecutor, was Deputy General Public Prosecutor in Croatia and in charge for developing a similar system in Croatia.  The EUROL2 Deputy Team Leader, Ms Maria Grazia Benedetti welcomed participants at the beginning of their working day wishing them successful and productive mission and expressed readiness of the Project to further support the Prosecutorial Council in this, but also in other activities aimed at fulfilling measures foreseen by strategic documents and action plans. Towards the end of the mission, the expert met with the Supreme State Prosecutor who expressed his support towards this important activity. Active support during the expert mission also was provided by the members of the EUROL 2 team.
